Now for some games it's ok, but for Skyrim which needs SKSE64 to make some of the FIXES work, it's not. Rather than fixing the actual issue, they make it a legal issue instead. The problem is this, Microsoft made a system that works for Xbox games, then they added non xbox games to it, only it doesn't work the same for these games, so they write the rules to prohibit anything they know doesn't work. They've structured the installation of games on PC to prevent piracy of the games, and mods like SKSE won't work as a result, which is understandable since it would probably circumvent their system, allowing people to continue playing after subscriptions have come to an end. I haven't read the EULA, but I'd assume modding is allowed given the description of the game on game pass, but their will be limitations. Not sure how Game Pass takes to modding its files, since you technically dont own the game.

Now if you have done it this way and can't launch using skse i think you are out of luck as i would suspect this has to do with DRM. Which appearantly is created in program files\moddablewindowsapps\xyz. If you have enabled mod support a new folder will be created. If there is no such option you are out of luck (for now?). In the gamepass interface you need to enable mod support for skyrim se. It's not blanket support for all apps but certainly a feature that microsoft is actively developing. At least in theory gamepass does have mod support.
